For orders billed from the US, I accept checks, money orders, Paypal and 2CheckOut. 2CheckOut is my preferred retailer for goods on this site for both domestic and international payments. For orders billed internationally, I now accept immediate 2CheckOut and PayPal form the following countries. United Kingdom, Australia, Belgium, Germany, Canada, France, Italy, Netherlands, Austria, Switzerland, Finland, Ireland, Mexico, Sweden, Japan, New Zealand. I do not accept orders from Africa, Russia and former Soviet Block countries, Romania, Singapore and other countries due to large amount of fraud. If you country is not listed Please contact me.

Notes: FPO/ APO addresses are shipped at US Rate. Some items such as Tilco 17in, 20in and 72in balloons will have an additional shipping charge due to the heaver weight of the balloons. Shipping is capped at $5.85 for us address and $6.46 to $9.30 (us) for international addresses.

Shipping is FOB Portland Oregon. Orders less than 12oz will be shipped via First class mail. Orders between 12oz and 16 oz will be sent via priority mail for a flat 3.85. Orders over 25 will be sent only by Priority mail with tracking or UPS. Parcel post can be request but I cannot be responsible for loss. Insurance of 1.30 is available for US address only. I can make an exception if you country's postal regulations allows for insurance via US Postal Airmail Post rather than Airmail Letter. Please note, the cost for Airmail Post will double your shipping charge.

Orders will be shipped on the following day when payment is received in full and has been completed on PayPal or has been cleared for deposit by my bank, except if payment is cleared or completed on Friday thru Sunday. Then the order will be shipped on Monday. Order will be shipped on the day after US Postal holidays. Orders paid by Money Orders (excluding Western Union or Us Postal Money orders) and personal checks can be subject up to 10 business day hold until check or money order clears bank.

For defective balloons for example rips and pin holes: I will gladly refund the cost or replace any defective 3ft or larger balloons as long as balloons are still intact. I am not responsible for breakage.

For undamaged balloons: Only balloons that are intact and unused are eligible for refund. Partial amounts of multiple balloons sold in packs will not be eligible for refund. For example return and refund of 17in Tuff Tex 12 pack is allowed only if all 12 balloons are return unused. Customer is responsible for shipping cost back to me. I will only refund the cost of the balloon and not shipping and handling cost. Please contact me to arrange for refund or exchange. I am not responsible for loss or damage that occurs during shipping.

If you do not see the type of balloon on my site, I also offer a Special order service please contact me with balloon size, color, and print. The balloon might be subject to minimum order and / or an order charge.

I accept International orders. I will ship via Air Mail for all international orders. Insurance is not available to order to Canada due to postal regulations. I will ship unit to Europe, except to any country where PayPal is not accepted as a form of payment. I will ship to Japan and Australia but to no other Asian countries. I gladly accept purchases and ship to FPO, APO address at US rate. At Richard's Balloons, I have a very high ethical standard. All custom forms will be filled out correctly according to both US and International customs regulations. Please note, all packages will be marked as merchandise according custom regulations. No exceptions!
